1300 – 1400 hours EST – Unintended Consequences of Disinformation Campaigns on Policing:  Adapting Today’s Training to Confront Tomorrow’s Threat

  • Disinformation in Today’s Policing (20 min)
    • Lt. Glen Mills – Burlington, Massachusetts Police Department
    • Past, present and future of misinformation and disinformation.  Lt. Mills will cover some recent examples and provide resources and recommendations for mitigating the negative impact on agencies’ jurisdictions.
  • Proliferation of Disinformation (30 min)
    • Dr. Joel Finkelstein – Director, Network Contagion Research Institute
    • Alex Goldenberg – Lead Intel Analyst, Network Contagion Research Institute
    • Using machine learning and AI at a massive scale, we review new threats and strategies of disinformation warfare across social media by digital mobs and state actors.  Highlighted will be new tools, approaches and structures needed to combat the disinformation outbreak impacting public safety and law enforcement.

1400 – 1430 hours EST – Baltimore Police Department – Presented by Deputy Commissioner Danny Murphy, Major Martin Bartness, and Academic Director Dr. Gary Cordner

  • EPIC Implementation/ABLE Program – Agencies across the nation are working toward implementing peer intervention through ABLE. BPD has some lessons learned on the steps to take to generate internal buy-in and support effective implementation, including: recruitment and selection of credible facilitators and ambassadors, curriculum development, collaboration, pilot testing, utilization of oath/pledge/pins/banners/posters etc., training day student feedback, and follow-up assessment.
  • Community Collaboration – BPD has recently developed a 2-day in-service course on community policing with substantial community collaboration, including stakeholder committees on training development, training implementation, and training evaluation.  Discussion on challenges and benefits of this level of community engagement in developing and delivering police training.
